The distinction
Two different things, same regulator.
The California Department of Alcoholic Beverage Control (ABC) regulates alcohol sales statewide. It issues two distinct things that get conflated:
- ABC license — for a business (restaurant, bar, hotel, venue, caterer) to sell alcohol. Tied to a specific premises.
- RBS certification — for an individual person to serve alcohol responsibly at a licensed premises. Goes with the bartender, not the venue.
People search for “ABC-licensed bartender” assuming the bartender holds the license. They don't. The right search is “RBS-certified bartender.”
